I want to draw a tangent line that is tangent to two circles, and I would like to know how to write it.

There is not ready to use feature to create such a tangent. So you need to create a macro to do the calculations for you. The basic steps for such a macro are:
- read out center and radius of the two circles,
- mathematical calculation of the tangent, that is a typical math question in geometry classes and not really difficult,
- create a path with the two calculated points.
