I'm using 20200104 LayoutEditor version and I can't open the command line window.
What could be the problem ?

Hi,
any kind of macros and scripting including the command line is limited to the full version of the LayoutEditor. It is not available in the reduced version you are using. Sorry!
With the free version without a license key you can try the command line, but you will have a limitation to small designs (up to 1000 shapes) to store the edited design to disk.
