Is it possible to purchase NOW the Reduced Version of LayoutEditor and Install it NOW on my aging computer (which I'm replacing in January) and then uninstall the LE and install it on my Newer computer in January?

yes, of course, that is no problem. Please remove the license key on the old system within the LayoutEditor under mainmenu/help/register_license/remove before installing the original license key on the new system.
In case you maintenance of the LayoutEditor license has expired, make sure you install a LayoutEditor release on the new system that was published before the maintenance expired. You can download any older LayoutEditor release here: https://layouteditor.org/release
If you want, you can always extend the maintenance to be able to use the newest update of the LayoutEditor.
