I've used Attach and read in another layer. I can toggle from one layer to another in Select Cell but I cannot view both layers combined. I've tried setting active layers and still cannot view the two layers together. How do you overlay layers?

If you have two GDS (or OASIS, CIF, ..) file with a single different layer each and import the design, you will have two cells one for each layer afterwards. To see both cells concurrently you need to add a cell reference from one cell to the another cell. To do so go to mainmenu/draw/cell, choose the cell not currently displayed and place it at the origin.
